Standard Tagging

why dont there is a standard padding & margin rules when it comes to browser compatibility?
If i place a h1 tag in some html code, why the default padding & margin is not same in IE, Firefox & opera. I know there are rendering machines working behind this..but can w3c should put some standards rules to this asking browsers agents to follow it..
just use CSS to standardise them
