Cut Patchwork

Is it possible to repair concrete curbing?
I bought a townhouse in Atlanta GA Back a few years and that the developer is putting the finishing touches to the subdivision. The problem is that the concrete adjacent to the stop while some pathways have cracks and chunks taken out of them because they were installed before construction of houses. Punishment seems very unattractive. The developer (Pulte homes) has come around and guys have to fill some of the cracks with a thin layer of concrete. It was my first experience with my own path here that this method does not work better. After a few months the concrete cracked and filling new just jumped off the brake. I do not think that our subdivision should settle this type of patchwork. I heard that new concrete does not require ……. old concrete is that true and if we were to accept this type of repair. Our developer (Pulte Homes) has repeatedly cut corners and been reluctant to make necessary changes in the past, so I can not always trust what they do.
There is a concrete patch out there that also built in an adhesive (sorry can not remember the name of it) if they use should not be a problem if they use just Portland, then yes, when does come out
